Governance Reform is the continuing work to strengthen how the Virgin Islands is governed through laws, policies, institutions, public education, monitoring, and lasting system changes.

As we move from Commission of Inquiry (COI) implementation to wider ongoing reform, the focus remains on five key areas:

• Completing COI Recommendations
• Public Education
• More Robust Laws, Policies, and Institutions
• Reviewing, Monitoring, and Evaluating
• Lasting System Changes

The goal of Governance Reform is to help create a system of governance that is more responsive, more effective, more accountable, and more transparent.
