A legal discretionary power allows a Minister, public official, or authority to make a decision or take an action based on judgment rather than a fixed rule. It gives Government officials the flexibility to respond to complex issues fairly, efficiently, and in line with the law and policy.

The Discretionary Powers Policy guides how these powers should be exercised to ensure transparency, accountability, and good governance in the Virgin Islands.
