Purpose of the ED Card
The ED Card plays a critical role in:
- Immigration Control – Verifying traveler identity, nationality, and immigration status.
- Public Security – Assisting in law enforcement and national security efforts by tracking movements in and out of the country.
- Health and Safety – Providing health declarations for screening infectious diseases and other public health risks.
- Customs and Tax Regulations – Declaring goods, currency, or restricted/prohibited items carried by travelers.
- Tourism and Statistical Analysis – Collecting data on visitor demographics to aid in tourism planning and economic analysis.
You must complete the ED Card if you are:
- Entering the Virgin Islands by air or sea
- A visitor, resident, work permit holder, student, or belonger

You’ll need:
Before you apply:
- A valid email address
- Passport bio-data page (clear photo or scan)
- Personal travel details (arrival/departure dates, airline or vessel info)
- Before completing the Online ED Card, travelers from countries requiring a Virgin Islands Visa must first apply. Visa applications should be submitted well in advance, as processing times may vary. Approved visas must be presented upon arrival.
During application:
- Full name, date of birth, nationality, and passport number
- Address of stay in the Virgin Islands
- Purpose of visit (if applicable)

Visit the Online ED Card Portal
- Go to the Government of the Virgin Islands Online ED Card Portal website and navigate to the ED Card section. This is where you will access the online application form.

Fill out your personal details
You’ll need to provide:
- Full name (as shown on your passport)
- Date of birth
- Gender
- Nationality
- Country of residence
- Passport number and issuing country

Provide your travel information
Enter the details of your travel, including:
- Arrival or departure date
- Airline, flight number, or vessel name
- Port of entry (e.g. Terrance B. Lettsome International Airport)

Enter your local accommodation or address in the BVI
If arriving, indicate where you will be staying in the Territory (e.g. hotel, villa, or residence). This is required for border control purposes.

Upload your passport bio-data page
Take a clear photo or scan of the main bio page of your passport showing your photo and identification information. Upload this image during the application.

Double-check all fields before submitting to ensure everything is accurate. Inaccurate information could cause delays at the border.

Submit the form
Once complete, submit the form online. A confirmation screen will appear and a copy of your submission will be sent to your email address.

Keep your confirmation ready for inspection
Upon arrival, present your confirmation email (digital or printed) to Immigration Officers at the port. You may be asked to show your uploaded documents.

Is the ED Card mandatory?
Yes. As of January 2025, it is mandatory for all travellers — including citizens, residents, work permit holders, students, and visitors — to complete the ED Card before entering or leaving the Territory.

Can I complete the ED Card on behalf of someone else?
Yes. You can complete the ED Card for:
- Children under 5 years old (must be completed by a parent or guardian)
- Elderly family members or anyone needing assistance with online forms
Make sure the information you submit is accurate and matches their travel documents.

How long before my trip should I submit the ED Card?
It is recommended that you complete the ED Card at least 24 hours before your arrival or departure. This allows time for any corrections and avoids delays during processing.

Can I make changes to the ED Card after submitting it?
If you need to update your information (e.g. change of flight), you should complete and submit a new ED Card. The most recent submission will be used.

Will I receive confirmation of my submission?
Yes. After you submit the form, a confirmation message will appear on your screen, and a copy will be sent to the email address you provided. You should keep this confirmation for inspection at the port of entry or exit.

What happens if I don’t complete the ED Card?
Failure to complete the ED Card may result in:
- Longer processing times at immigration
- Delays entering or leaving the Territory
- Possible denial of entry or boarding (depending on airline or port policies)

Yes. The system is designed to securely collect and store your travel and identification information for immigration and public safety purposes. Your data will only be used by authorised government personnel.
