Job Description
To lead and manage the Force’s Business Support Services, providing effective coordination, planning, and implementation across all functional areas. The Business Support Director secures critical resources, drives high-profile initiatives, develops policies to enhance efficiency, and oversees strategic planning and performance management. The role maintains compliance with procurement, financial, and regulatory requirements, manages fleet and IT systems, and collaborates with government agencies to support operational needs. As a key advisor to senior leadership, the Director strengthens business services to enhance the Force’s overall service delivery.
Responsibilities
- Provide coordination, planning, development, and implementation of comprehensive programs related to all functional areas of Business Support Services.
- Develop National Security Council and Cabinet papers to secure new resources (vehicles, uniforms, ammunition) for the Force and recommend changes to improve service delivery.
- Manage high profile new initiatives to ensure delivery as specified within the business case.
- Develop and implement advanced policies and procedures to aid the smooth and efficient running of the Force.
- Conduct Performance Development Reviews with Functional Heads, reviewing performance and identifying training and development needs in order to improve the quality of the service.
- Liaise with government agencies and provide advice and guidance to Senior Officer to ensure effective information flow.
- Prepare, monitor and evaluate the strategic and annual business plans for the Force to ensure effective and efficient department management.
- Evaluate and analyze the work efforts problems, and issues related to all areas of Business Support Services; develop and implement processes for solutions.
- Direct unit staff in planning, developing and implementing effective programs, business practices, and support services in assigned areas of responsibility.
- Provide directions to ensure timely development of bid specifications, bid analysis, contract reviews for funding and legal requirements, contract negotiations, and award recommendations.
- Direct and ensure all requisitions and purchase orders meet legal requirements and comply with Police and Government policies, Public Contracts and other relevant, legal, and regulatory requirements.
- Provide directions to ensure development and maintenance of Purchasing and Contract operations and procedures; provide professional and technical direction and advice.
- Direct and oversee the Force's fleet inventory, including all business processes related to the automated purchasing and fixed assets functions and accountability requirements.
- Provide administrative direction and oversight to units under the Business Support Director's portfolio regarding operations and financial activities.
- Develop, coordinate, maintain, and recommend improvements and modifications to Force's IT and Communication systems and associated applications related to all Business Support Services functionalities.
- Meet as directed with internal or external counsel regarding interpretation related to functional areas of responsibility.
- Establish standards for communication with suppliers and districtwide staff regarding all areas of Business Support Services, including methods of communication and timeliness of delivery.
- Direct preparation of Business Support Services budget development and regularly review budgets and actuals.
- Prepare reports and make recommendation to the Commissioner of Police and/or other senior staff: communicate districtwide business support services operational issues/matters as legally required and/or directed.
- Complete a minimum of 60 Essential Learning Hours annually to enhance professional knowledge and skills.
- Perform additional duties that are reasonable, job-related, and within the scope of this position, supporting the objectives and effectiveness of the Department, as assigned by the Supervisor or senior officer.
Qualifications / Experience / Eligibility
- Bachelor’s Degree in Business Administration or in a key business field such as Human Resources Management and Finance
- Five (5) years’ experience in Management
- Excellent knowledge of Government structure, policies and procedures
- Excellent oral and written communication skills
- Excellent supervisory and management skills
- Sound knowledge of the use of computer equipment and computer applications
- Excellent interpersonal and organisational skills
- Sound knowledge of analytical and decision-making skills
- Excellent leadership and management skills
