The Government of the Virgin Islands is inviting tenders for the rental of a kiosk to provide food vendor services at the Elmore Stoutt High School, Road Town, Tortola.

Two kiosks are available for rent, and the successful vendors will be expected to serve approximately 1,400 students at the Elmore Stoutt High School. 

Vendors must deliver balanced, healthy meals that align with school guidelines and Environmental Health standards. Menus should feature baked or grilled meats, fresh vegetables, healthy snacks, water and natural fruit juices, with no soda or fried foods, and a meal price not exceeding $10.00. 

Operations must be confined to the designated space, with service beginning 30 minutes before lunch and ending 30 minutes after. Sales during instructional time are not permitted and the vendor area must be kept clean.

As a part of this procurement process, all tenderers are required to attend a site visit on Thursday, 11th September, 2025 at 10:00 a.m. to assess the existing conditions, requirements of the Works, and determine the equipment, materials, and labour needed.

Tenderers must hold a valid trade licence and food handler’s certificate, agree to the standard vendor fee of $350 per school term for Government-constructed stalls, and be able to commence services on 1 October 2025 for a term of one school year.

Tenderers must submit one (1) original and one (1) copy of the tender and supporting documents in an envelope clearly marked: “Rental of a Kiosk to Provide a Healthy Food Vendor Service at the Elmore Stoutt High School”.

Proposals will be assessed on relevant food service experience, the weekly menu and ability to provide safe, healthy meals, agreement to the vendor fee, and submission of a trade licence and food handler’s certificate. The highest evaluated tenderer will be invited to negotiate a contract.
