RDA ADVANCES KEY PROCUREMENT ACTIVITIES TO STRENGTHEN
HEALTH AND INFRASTRUCTURE SYSTEMS
Friday, 16th January – The Virgin Islands Recovery and Development Agency (RDA) today advanced the delivery of critical upgrades to the Territory’s healthcare infrastructure with a Bidder’s Conference and Site Visit for the Major Peebles Wing Clinics’ Lobby Renovations at the Dr. D. Orlando Smith Hospital.
Twelve representatives from seven firms participated in the bidder’s conference to gain clarity on the project, which aims to modernise patient access and movement, improve service flow, and enhance overall user experience through the renovation of the Road Town Clinic Lobby on the ground floor and the Outpatient Clinic Lobby on the second floor of the Major Peebles Wing, formerly known as Peebles Hospital.
The works also include constructing a new elevator shaft, cleaning and painting the exterior of the east wing, and installing building signage. Tender submissions are due on Tuesday, 10 February, 2026 at 10:00 a.m.
This activity forms part of a coordinated sequence of procurement opportunities launched in December 2025 designed to accelerate essential capital repairs, improve operational resilience, and deliver better public outcomes across key Government facilities.
BVIHSA - ROOF AND LIGHTNING PROTECTION SYSTEM REPAIRS
To further facilitate the procurement process which will enable safe and reliable healthcare operations, the RDA has extended the deadline for the Roof and Lightning Protection System Repairs to the Hospital and Annex Buildings to Wednesday, 21 January, 2026 at 10:00 a.m. The works will restore building protection systems, extend asset life, and minimise operational disruptions by ensuring roofs, gutters, and lightning protection systems meet all building codes, safety requirements, and hospital standards.
BVIHSA - GENERATOR CONNECTIVITY
Earlier this week, on Monday, 12 January, 2026, the RDA further strengthened the electrical resilience and operational continuity of the Territory’s primary healthcare facility with the signing of the contract for Generator Connectivity at the Dr. D. Orlando Smith Hospital with Barry’s Electrical Services Ltd.
This project involves the decommissioning and removal of two aging generators, alongside the reconfiguration and connection of the Major Peebles Wing and Annex buildings to the existing generator plant at the Dr. D. Orlando Smith Hospital.
Beyond the health sector, the RDA’s procurement portfolio continues to advance projects focused on urban planning, waterfront development, and asset rehabilitation.
OMAR HODGE FISHERS’ WHARF DESIGN CONSULTANCY
The request for proposals for the Omar Hodge Fishers’ Wharf Design Consultancy closed on Friday, 9 January, 2026 with two submissions received, which are currently in the evaluation process. The consultancy will support the growth of the local fisheries sector through improved infrastructure for landing, processing, and marketing of fish with proper sanitation and data collection facilities. It also supports growth of the Blue Economy by promoting coastal livelihoods, local food production and maritime activity.
ROAD TOWN DEVELOPMENT PARTNERSHIP
In addition, three submissions were received for the Design Services for a Master Plan for the Road Town Development Partnership Project, which closed on Tuesday, 13 January, 2026. Evaluation is now in progress to determine the firm best able to deliver value for money in a forward-looking plan that supports orderly growth, transport connectivity, and improved public spaces in the Territory’s capital.
DEMOLITION OF ESTATE HOUSE
The RDA has also concluded the evaluation of the Demolition of Estate House #2, which will clear the site for future development and improved land use. Five submissions were received, and following approval by the RDA Board, the winning tender will be announced, with signing scheduled within the coming weeks.
Through these coordinated procurement activities, the RDA demonstrates consistent delivery, transparent processes, and visible progress on priority development and infrastructure projects. The Agency remains committed to advancing projects on behalf of the Government of the Virgin Islands that strengthen systems, improve services, and generate lasting public value.
