The Government of the Virgin Islands is seeking consultancy services for the role of Change Manager to lead the establishment and development of comprehensive meteorological services in the British Virgin Islands. 

The successful consultant will be responsible for directing the activities of the embryonic National Meteorological Service and supporting its growth in alignment with international standards, national resilience objectives, and BVI's obligations under relevant international conventions. 

Key details to be included in the publication are as follows:

• Objective: To lead the development of meteorological services in the Virgin Islands ensuring operational readiness, institutional development, and stakeholder engagement.
• Scope of Services: Includes planning and implementation oversight, stakeholder coordination, procurement guidance, team development, training, policy formulation, reporting, and performance monitoring.
• Duration: The consultancy will run for 15 months, starting in Q4 2025 and concluding no later than December 2026.
• Pre-Tender Meeting: A virtual pre-tender meeting will be held via WebEx on Tuesday 29th July 2025 at 11:00 AM. Details for access will be provided to prospective bidders.
