Jillian Douglas-Phillip has been appointed Chief of Staff in the Office of the Governor effective 22nd December, 2025. Mrs. Douglas-Phillip brings extensive experience in the Public Service to this role, having most recently served as Director of Planning within the Ministry of Education, Youth Affairs and Sports since 2017.
As Chief of Staff, Mrs. Douglas-Phillip will lead the operations of the Office of the Governor, Government House and the Old Government House Museum while providing independent analysis and expert advise on legislative matters. In addition, she will coordinate the strategic planning for the office, oversee performance management and provide support to His Excellency the Governor in the execution of his constitutional responsibilities in accordance with section 60 of the Virgin Islands Constitution Order, 2007.
Mrs. Douglas-Phillip has earned a Master of Public Administration from the University of Liverpool, a Master of Arts in Secondary Education from the University of Phoenix and a Bachelor of Arts in Mathematics from the University of the Virgin Islands. She also holds an Executive Diploma in Management (Level 7) from the Chartered Management Institute.
Prior to serving as Director of Planning, Mrs. Douglas-Phillip held several key leadership roles within the Ministry of Education, Youth Affairs and Sports, including Deputy Chief Education Officer (Ag.) and Chief Education Officer (Ag.). In these and other roles, Mrs. Douglas-Phillip.
The new Chief of Staff expressed gratitude at the opportunity to continue her service in this capacity, and pledged her commitment to the continued advancement of the Virgin Islands.
