OBJECTIVE
The public restroom facility at Great Harbour, Jost Van Dyke serves residents, visitors, boaters, and tourists who frequent the area throughout the year. Maintaining the facility in a clean, sanitary, and functional condition is essential to protecting public health, preserving environmental standards, and enhancing the overall visitor experience. Regular cleaning and maintenance of the restroom facility help prevent the spread of disease, reduce health and safety risks, improve user satisfaction, and support the Territory's tourism product. The engagement of a qualified cleaning contractor will ensure that the facility remains consistently clean, presentable, and accessible for public use.
GENERAL PROVISIONS
The Government of the Virgin Islands (GOVI), acting through the Ministry of Environment, Natural Resources and Climate Change (MENR&CC), is accepting bids to award a contract to provide cleaning services at the restroom facility located at Great Harbour, Jost Van Dyke, Virgin Islands. The contract will be for a period of one (1) year.
SCOPE OF WORK
The proposed works shall include, but not be limited to, the following:
a) Daily opening of the restroom facility at 7:00 a.m. and closing at 7:00 p.m., including weekends and public holidays.
b) Provision of all cleaning equipment necessary to maintain the facility, including but not limited to brooms, mops, buckets, brushes, and dustpans.
c) Provision of all cleaning agents required to maintain the facility to a professional standard.
d) Supply and maintenance of adequate consumables, including garbage liners, hand soap, hand towels, and toilet tissue.
e) Daily sweeping and washing of floors.
f) Cleaning and sanitization of toilet cubicles, including toilets, urinals, floors, and walls.
g) Cleaning and sanitization of shower stalls, including benches, fixtures, floors, and walls.
h) Cleaning of washbasins and associated fixtures.
i) Removal of all litter and debris from floors, walls, washbasins, and shower stalls.
j) Daily emptying of garbage receptacles and replacement of liners as required.
k) Prompt reporting of all hazards and defects, including plumbing issues, interruptions in water supply, and damage to fixtures, to the Ministry of Environment, Natural Resources and Climate Change.
Interested Tenderers are asked to furnish the following documents:
- Quotation of work
- Contact information (address, email and contact number)
- Certificates of Good Standing from Inland Revenue Department, Social Security Board, National Health Insurance, and Company Registry, if an incorporated company.
- Valid Trade License for 2026 for cleaning/maintenance services
- List of jobs of similar nature
Failure on the part of tenderers to enclose the supporting documentation indicated above will render the tender non-responsive on the date of 31 July, 2026.
EVALUATION CRITERIA

- Lack of providing all requested documents, adherence to submission requirements understanding of the project and clarity and organization (1-14 pts)

- No documented experience relevant to the scope of the tender (1-14 pts)

- Pricing lacked clarity and transparency and exceeded budget (1-35 pts)
All tenders must be hand-delivered to the Ministry of Environment, Natural Resources and Climate Change, #44 Pusser’s Building, Lower Estate, Road Town, Tortola, Virgin Islands or sent via e-mail, in a non-editable format, to the Permanent Secretary at menrcc&gov.vg. The filename and e-mail subject must bear the applicant’s name and the title “CLEANING SERVICES FOR RESTROOM FACILITY AT GREAT HARBOUR, JOST VAN DYKE, VIRGIN ISANDS”. Tenders must be submitted no later than 31 July, 2026 at 4:00p.m. Late submissions will not be accepted after the due date.
The Government of the Virgin Islands does not bind itself to accept the lowest or any other tender.
