THE CABINET OF THE VIRGIN ISLANDS - POST MEETING STATEMENT
 

CABINET DECISIONS
9th September, 2026

Cabinet Meeting – 9th September 2026
His Excellency the Governor Daniel Pruce chaired the meeting held on 9th September, 2026.
All Members were present, with the exception of the Premier and Minister of Finance, who was overseas on official duty.

Cabinet:
1. Considered and approved the recommendation of the Minister for Health and Social Development to appoint Mr. Bevis Sylvester as a member and chairperson of the Board of the BVI Health Services Authority, in accordance with sections 5(3)(a), 5(5)(a) and 5(5)(b) of the BVI Health Services Authority Act, 2004, as amended, subject to the approval of the House of Assembly for a period of three (3) years with effect from 7th September, 2026 to 6th September, 2029; noted
a. that the Chairperson is remunerated at a rate of one thousand dollars ($1,000) per month; agreed
b. that the appointment of Mr. Sylvester as chairperson be submitted to the House of Assembly for approval at its next convenient sitting, in accordance with section 5(5) of the BVI Health Services Authority Act, 2004; and noted
c. that in accordance with Section 1(4), the appointment of Mr. Sylvester as a member and chairperson of the BVI Health Services Authority Board, under section 5(3)(a), shall be published in the Virgin Islands Official Gazette and at least twice in a local newspaper circulating in the Territory.

2. Decided that the following persons be reappointed to the Appeals Tribunal in accordance with Section 65(3) and Schedule 4 of the Physical Planning Act, 2004:
a. for two (2) years with effect from 15th September, 2026 until 14th September, 2028:
i. Mr. John Lewis as a member and chairman, having training and experience in physical planning and architecture, engineering, environmental, coastal and marine matters;
ii. Mrs. Marva Titley-Smith as a member, having training and experience in physical planning and architecture, engineering, environmental, coastal and marine matters; and
iii. Mrs. Sylvia Moses as a member, having training and experience in physical planning and real estate and property management;

b. for three (3) years with effect 15th September, 2026 until 14th September, 2029:
i. Mr. James Bevin Braithwaite as a member for three (3) years, having training and experience in coastal and marine matters, and as the Minister thinks fit in research, policy analysis/implementation, decision-making and governance; and
Ms. Jamealya Fahie as a member for three (3) years, having training and experience in law; noted

c. that the chairman would be remunerated at a rate of five hundred dollars ($500.00) per month and the other five (5) members, including the deputy chair at a rate of three hundred dollars ($300.00) per month; and agreed
d. that the names of all members of the Appeals Tribunal shall be published in the Virgin Islands Official Gazette and a local newspaper circulating in the Territory in accordance with Schedule 4, Section 1(4) of the Physical Planning Act, 2004.
 

3. Approved three (3) Non-Belongers Land Holding Licence applications and one application for permission to dredge the seabed at Eustatia Island - Eustatia Corporation Limited.
