Elections Act
The Elections Act is the principal legislation governing elections in the Virgin Islands.
It includes provisions relating to:
- registration of voters;
- preparation and publication of voters lists;
- electoral districts and polling divisions;
- election officers;
- nomination of candidates;
- conduct of elections and voting;
- counting of votes;
- election offences; and
- other procedures connected with the administration of elections.

Amendments to the Elections Act
The Elections Act has been amended over time. When reviewing the legislation, you should also check Virgin Islands Laws Online for amendments and subsidiary legislation that apply to the Act.
The revised Elections Act available through Virgin Islands Laws Online is a revised edition showing the law as at 30 June 2013. Later amendments should therefore be read together with the revised Act.
Elections (Amendment) Bill, 2025
The Elections (Amendment) Bill, 2025 proposes a number of changes to the administration of elections in the Virgin Islands.
The proposals include changes relating to:
- modernisation of the electoral system;
- alternative voting methods and improved accessibility;
- establishment of an Elections Advisory Committee;
- registration of political parties and persons seeking to contest elections;
- political donations and campaign financing;
- the Code of Conduct for Political Parties and Candidates;
- transparency and accountability requirements; and
- the proposed transition of the Office of the Supervisor of Elections into a Department of Elections.
Important
The Elections (Amendment) Bill, 2025 is a Bill and should not be treated as current law unless and until the legislative process is completed and the resulting Act comes into force.
Virgin Islands Laws Online distinguishes Bills from Acts. A Bill is proposed legislation introduced in the House of Assembly, while an Act is legislation that has been passed by the House of Assembly and assented to by the Governor.
