The Ministry of Communications and Works has commenced critical coastal protection and roadway improvement works along the Fort Recovery to Cox Heath corridor. 

This marks the first phase of the broader nine-mile road enhancement project stretching from the West End Ferry Terminal to Road Town. The initiative follows the signing of a fourteen million, eighty-eight thousand, six hundred and twenty dollars and two cents ($14,088,620.02). contract with Tortola Paving in December 2025.

Initial works now underway includes strengthening the existing revetment system. Additional boulders are being installed to create a protective setback zone between the shoreline and the roadway, reinforcing the area’s resilience against wave action and coastal erosion.

Minister for Communications and Works, Honourable Kye Rymer, stated,
“These works are a major step forward in strengthening one of our most vulnerable coastal roadways. By investing in stronger sea defenses, improved drainage, and more resilient pavement, we are protecting lives, property, and critical transportation links. This project reflects our commitment to building resilient infrastructure that can better withstand the impacts of climate change and severe weather, while improving safety and daily travel for residents and visitors alike.”

Following the revetment upgrades, crews will begin reconstruction of the sea defense wall which has deteriorated and has collapsed in several areas. The rebuilt structure will serve as a secondary line of defense, complementing the revetment, which acts as the primary coastal barrier protecting the roadway.

As part of this phase, approximately 4,000 linear feet of roadway between Fort Recovery and Cox Heath will be upgraded with concrete pavement. This measure is designed to improve durability in an area that has historically suffered severe damage from storm surge and passing tropical systems. The concrete surface will provide significantly greater resilience during extreme weather events.

In addition, a new V-drainage system will be installed along the roadway. This system will channel surface water away from the road and discharge safely through the sea wall and revetment, helping to reduce flooding and prevent further erosion.

These works represent a three-phase effort concentrated on this vulnerable stretch of roadway. Upon completion, the Ministry will proceed with additional paving and infrastructure improvements along the remainder of the West End to Road Town route. Prioritizing the Fort Recovery to Cox Heath section allows for expedited delivery of improvements that will provide immediate safety and resilience benefits to the traveling public.

Motorists are advised to exercise caution when traveling between Road Town and West End, as temporary traffic disruptions may occur. The Ministry of Communications and Works apologizes for any inconvenience and thanks the public for its patience as these vital improvements are carried out.
