The Government of the Virgin Islands (British), through the Ministry of Finance, announces the invitation to bid for the supply of Mechanical, Fire Protection, and Electrical Long Lead Items for the Ralph T. O’Neal Administration Complex.

This procurement forms part of the RRL Hurricane Irma Project, financed by the Caribbean Development Bank (CDB) in the amount of USD $65 million. A portion of the proceeds will be applied to eligible payments under this contract, in accordance with the terms and conditions of the Loan Agreement.

The bidding process will follow the Procurement Procedures for Projects Financed by CDB (January 2021) and is open to all bidders from eligible member countries of the Bank. Firms applying individually or as part of a joint venture must demonstrate legal incorporation in an eligible country, majority beneficial ownership by citizens or residents of eligible countries, and compliance with financial benefit provisions.

Qualification requirements include an average annual turnover of at least USD $3 million over the past three years and successful completion of at least three comparable contracts within the last seven years.

Bid documents will be available from 1st December 2025 upon request to procurement@gov.vg. A virtual pre-tender meeting will be held on Wednesday, 17th December 2025 at 10:00 a.m. local time.

Sealed bids must be submitted to the Central Tenders Board, Ministry of Finance, Procurement Unit, RFG Place, Road Town, Tortola, no later than Tuesday, 20th January 2026 at 10:00 a.m. Bids will be opened publicly immediately after the submission deadline.

The Government of the Virgin Islands reserves the right to accept or reject any bid, annul the process, or reject all bids without liability.
