Premier, Honourable Dr. Natalio D. Wheatley, welcomed the Lieutenant Governor of Guam, Honourable Joshua “Josh” Franquez Tenorio, for a courtesy call in the Virgin Islands on Thursday, 4 December 2025. The Lieutenant Governor made a stopover as he attended a conference in the neighbouring United States Virgin Islands.
Guam and the Virgin Islands are both on the United Nation’s list of Non-Self-Governing Territories - territories whose people have not yet attained a full measure of self-government.
“We recognise that the Virgin Islands has understood the entire UN framework,” said Lt. Governor Tenorio. “There are some spaces that we have not been a part of that we are entitled to be a part of and I am looking forward to us providing support to each as we undertake this very important responsibility of addressing the political futures of our jurisdictions.”
Premier Wheatley said: “I want to thank Lieutenant Governor Tenorio for calling on me here in the Virgin Islands. We are brothers and sisters in the struggle for our people being properly recognised, having our right to self-determination protected and promoted. We share many similarities, even though their administering power is the United States and ours is the United Kingdom. What I like about this visit is that it somewhat signals an intention of further engagement.”
