Cabinet Decision
Organisation:
of the United Kingdom concerning the reform and modernisation of the constitutional framework of the Virgin Islands, as follows:
i. Honourable Dr. Natalio Wheatley, Premier and Minister of Finance;
ii. Honourable Julian Fraser RA, Deputy Premier and Minister for Environment, Natural Resources and Climate Change and a member of the 2007 Constitution Negotiation Team;
iii. Honourable Kye Rymer, Minister for Communications and Works;
iv. Honourable Sharie de Castro, Minister for Education, Youth Affairs and Sports;
v. Honourable Ronnie W. Skelton, Member of His Majesty's Loyal Opposition and member of the 2007 Constitution Negotiation Team;
vi. Honourable Marlon A. Penn, Leader of Opposition of His Majesty's Loyal Opposition;
vii. Mrs. Lisa Penn Lettsome, Chair, Constitutional Review Commission;
viii. Mrs. Maya Barry, Member, Constitutional Review Commission;
ix. Honourable Dawn J. Smith, Attorney General; and
x. Honourable Mr. Justice Gerard Farara, KC, Chair of the 2007 Constitutional Review Committee;

b. that the CNC be supported by the following resource persons:
i. Mrs. Carolyn Stoutt Igwe, Permanent Secretary, Premier's Office;
ii. Ms Dwynel Davis, Acting Director of International Affairs Secretariat;
iii. Ms. Ayana Glasgow, Director of Financial Services, Ministry of Financial Services, Economic Development and Digital Transformation;
iv. Ms. Xyrah Wheatley, Private Secretary to Minister of Financial Services, Economic Development and Digital Transformation;
v. Mr. Benito Wheatley, Special Envoy to the Premier; and
vi. Ms. Tracy Bradshaw, Director of BVI London Office; and
c. that the draft Resolution, to establish the CNC, be tabled in the House of Assembly.
3. Approved:
a. the implementation of the integrated package of concessions:
i. temporary subsidy of the fuel surcharge on electricity bills estimated at one million dollars ($1M) per month, for a period of three (3) months in the first instance; commencing from 1st May 2026 - 31st July 2026;
ii. recalculation of import duties from Cost, Insurance and Freight to Free on Board valuation;
iii. reduction of import duty on the Protected Basket of Goods;
iv. reduction in wharfage and container charges as per Board Resolution No. 13 of 2026 of the Board of the BVI Ports Authority; and decided
b. that all approved Orders and statutory instruments be published in the Gazette where necessary, and Resolutions be brought to the House of Assembly at the next convenient sitting, in accordance with applicable legislative requirements.
4. Noted the recommendation of the Social Security Board and decided that Mrs. Norma Benjamin should be appointed to the post of Deputy Director with responsibility for National Health Insurance for a period of three (3) years on the terms and conditions presented by the Social Security Board - Board Resolution in accordance with Section 9(1) (1A) of the Social Security Act, Cap 266; and noted that in accordance with Section 9(1)(1A) (b) that the Deputy Director's appointment shall be subject to a negative resolution of the House of Assembly.
5. Approved one (1) Non-Belongers Land Holding Licence application and an application to hold land in joint proprietorship on Virgin Gorda.
