Cabinet Meeting – 22nd July, 2026


His Excellency the Governor Daniel Pruce chaired the meeting held on 22nd July, 2026.
All Members were present, with the exception of the Minister for Communications and Works, who was overseas on private business.
Cabinet:


1. Noted the Governor's Office 2025 Annual Report; and agreed that it be laid on the table at the next convenient sitting of the House of Assembly.


2. Reviewed and accepted the recommendations of the Board of Immigration in accordance with Section 18(1) of the Immigration and Passport Act to grant Certificates of Residence to five (5) persons, and not grant Certificates of Residence to two (2) persons.


3. Approved an amendment to the application by Starland Properties Ltd. for a Hotel Aid Licence under the Hotel Aid Ordinance (Cap 290) and the Hotel Aid (Amendment) Act, 2005.


4. Noted that the Financial Services Commission is currently in its twenty-fourth year of operation and will mark the twenty-fifth anniversary of its establishment in the coming year.


5. Noted and endorsed the appointment of the following persons to the Prospect Reef Management Company Board:
a. Ms. Kerrel Wilson appointed as Chairman for a period of two (2) years with effect from 15th July, 2026 until 14th July, 2028 in accordance with Section 5(2)(a) of the Prospect Reef Resort Management Act, 2025;
b. Ms. Kimberly Kuntz appointed as a non-executive director, representing the tourism industry, for a period of three (3) years with effect from 15th July, 2026 until 14th July 2029 in accordance with Section 5(2)(c) of the Prospect Reef Resort Management Act, 2025;
c. Mr. Kevin Mercer appointed as non-executive director for a period of three (3) years with effect from 15th July, 2026 to 14th July, 2029 as the Leader of the Opposition's nominee in accordance with Section 5(2)(c) of the Prospect Reef Resort Management Act, 2025;
d. Ms. Ayiesha de Coteau-Sammy appointed as the non-executive director as representative of the Ministry responsible for Prospect Reef in accordance with Section 5(2)(c) of the Prospect Reef Resort Management Act, 2025;
e. Lotoya Freeman appointed as the Executive Director in accordance with section 12 of the Memorandum of Association of Prospect Reef Resort Management Company Limited; noted
f. that a stipend is paid to the Chairperson at a rate of $1,500 monthly, and a stipend is paid to non-executive Directors at a rate of $1,000 monthly; and agreed
g. that the Shareholders will appoint by Resolution the various members in accordance Sections 8 and 12 of the Memorandum of Association of Prospect Reef Resort Management Company Limited.


6. Approved the Sponsorship Issuance Policy as the overarching governance framework for the management of sponsorships across all ministries, departments, and agencies; decided that the policy shall apply to all ministerial sponsorships, with responsibility for sponsorship decisions and administration remaining at the respective ministerial level, in accordance with the approved framework; and agreed that the Policy be laid in the House of Assembly at its next convenient sitting.


7. Reviewed and approved the Civil Penalties Policy, 2026, which is being introduced to guide an amendment to the Physical Planning Act, 2004 to establish a modern enforcement framework to address persistent breaches of the Physical Planning Act, 2004; and decided that the Ministry of Environment, Natural Resources and Climate Change provide drafting instructions to the Attorney General’s Chambers to facilitate an amendment to the Act in accordance with the Civil Penalties Policy, 2025.


8. Approved transferal of freehold title for encroachment onto Crown Land in accordance with the Section 39 of the Crown Lands Management Act, 2024.


9. Approved three (3) Non-Belongers Land Holding Licence applications.


10. Approved the recommendations of the BVI Scholarship Committee for the award of Government Scholarships to twenty-two (22) applicants for the academic year Fall 2026 to Spring 2027.
